Obama, McCain, and Online Bingo

This year’s presidential race is a real cliffhanger. Different polls show both candidates in the lead and it is virtually impossible to call the race at this time. 8 States Without Lotteries

Despite the fact that lotteries provide a great source of government revenue for state programs, especially education, and a great amount of fun, there are 8 states that currently do not have state lotteries. The states that currently do not have lotteries are: Alabama, Alaska, Arkansas, Hawaii, Mississippi, Nevada, Utah and Wyoming. It is evident why most of these states continue to resist implementing a state lottery. For example, in Alabama, Mississippi and Utah, there is considerable religious opposition to all gambling. In Nevada, the casino industry opposes the lottery because of the competition it would create. Both Alaska and Hawaii are isolated from other states and therefore need not worry about losing money to nearby states. Lottery supporters in all eight of these states remain hopeful that a state lottery will eventually be put into place. If this happens, these 8 states could not only create their own exciting lotteries, but also participate in multi-state games such as Powerball and Mega Millions.

Alabama

In 1999, a constitutional amendment to allow a State Lottery was defeated in the state of Alabama. Approximately 54% of voters opposed the lottery referendum while 46%, supported it. The total voter turnout was estimated at 50%. There is a strong Christian argument against instating the lottery in the state of Alabama. There has been little talk since 1999 about another state lottery proposal.

Alaska

In 2003 there was a lot of buzz about gambling proposals in the state of Alaska. However, unlike Alabama, Alaska never brought a state lottery proposal to ballot. There has been little talk lately of implementing a state lottery in Alaska.

Arkansas

There is much talk in Arkansas about instating a state lottery. In fact, on April 13th, 2008 Lt. Gov. Bill Halter announced that enough signatures had been collected to put a lottery proposal on the Nov. 4 ballot. The state lottery proposal in Arkansas is described as the Arkansas Scholarship Lottery. The proceeds of the lottery would be used to fund scholarships and grants to citizens of Arkansas who are enrolled in public and private nonprofit colleges and universities located within the State. In 1996 and 2000, Arkansas voters rejected state lotteries whose proposals also included provisions for casinos. It seems the Arkansas citizens will get another chance to vote on an Arkansas state lottery at the end of this year.

Hawaii

Hawaii also does not have a state lottery. Like Alaska, there has been little talk lately in Hawaii about instating a state lottery. There are few arguments for or against a state lottery in Hawaii. Politicians' main argument against a state lottery centers around the idea that it is unnecessary and is not needed for the education system to thrive.

Mississippi

While Mississippi does have casinos, it does not have a state lottery. In fact, proposals for a state lottery tend to be defeated in Mississippi because they would take away from casino profit. In 1990 a proposal for a state lottery was defeated in Mississippi. Like Alaska and Hawaii, there is little talk lately about the prospect of a state lottery in Mississippi.

Nevada

Like Mississippi, state legislatures have continuously voted down the state lottery proposals because it will interfere with the casino industry. In fact, a proposal for a Nevada state lottery has failed 24 times since 1975, and the people have never gotten the chance to decide. In 2007, on the 25th try, a bill made it through the House of Representatives but it has not been acted on in the senate yet. This bill would allow voters to decide the issue, although the legislature would have to approve the bill again in 2009 before it would appear on the ballot in 2010. There is constant talk in Nevada about implementing a state lottery.

Utah

Utah is the only state that currently does not have a lottery that is not seriously consider implementing a state lottery. Like Mississippi and Alabama, there is widespread religious opposition to gambling. There is little talk lately of putting into place a state lottery in Utah where gambling is completely banned.

Wyoming

Like the preceding seven states, Wyoming does not have a state lottery. For over ten years, lawmakers in Wyoming have been considering a state lottery. A proposed bill was narrowly voted down in 2005 by the Wyoming House of Representatives. Today while reading through all the Google alerts for bingo I stumbled upon the term ‘Bovine Bingo’. Naturally I was curious never having heard of this particular variant of the game of bingo. Further reading disclosed that this form of bingo is common in rural areas and is commonly played at county fairs usually for fundraising purposes.

Actually Bovine Bingo is more like a lottery than traditional bingo. The game is played by marking a grid consisting of rectangles in a fairly large enclosed area. The rectangles within the grid are usually numbered and participants in the game purchase chances on the various numbers. A cow is then released into the enclosure. Where the first ‘cowchip’ lands usually determines the winner.

In many rural areas of both the US and Canada this game is received with enthusiasm and is even covered in the local press. A recent edition of the Times, a newspaper from Ottawa Illinois, reads-

UIGEA-Inevitable Repeal

Right now congress is holding hearings on UIGEA and is hearing testimony from the banking and financial services industry. UIGEA placed unfunded enforcement responsibilities on the banking industry and a myriad of Byzantine rules and regulations. The regulations, as written, could ensnare the innocent, and seriously interfere with e commerce, one of the fastest growing sectors of the global economy.

The House of Representatives Subcommittee on Domestic and International Monetary Policy, Trade and Technology heard from the US Treasury, Federal Reserve, the American Bankers Association, Financial Services Roundtable, Wells Fargo and Credit Union National Association, on the difficulties of implementing and enforcing these vague regulations.

Representatives of the banking industry have testified that the implementation of these regulations could seriously disrupt e commerce and consumers could be at risk of having innocent transactions blocked. Luis Gutierrez, Democratic representative from Illinois and chairman of the House of Representatives Subcommittee on Domestic and International Monetary Policy stated, “Consumers will be placed at risk of having lawful transactions blocked,' said Luis Gutierrez, a Democrat Representative from Illinois and Chairman of the Subcommittee. Stated “It is easy to see how these regulations if implemented in their current form could wreak havoc on electronic commerce in the US. The regulations have been widely criticized as being vague and costly for financial institutions to implement. One of the most common complaints is that the proposed rules fail to sufficiently define key terms, leaving financial institutions with significant compliance difficulties. There is a risk that financial institutions would misclassify a payment as illegal and thus be exposed to liability,' said Leigh Williams on behalf of the Financial Services Roundtable. We also believe that 'monitoring of websites' is inappropriate to include in a financial institution's monitoring activity.”

Obviously UIGEA is seriously flawed in its present form. Several industry experts testified to the unenforceability of the act. A representative of the Safe and Secure Internet Gambling Initiative said "US banks and credit card companies, along with every other type of US company involved in payment systems, would be forced spend substantial resources to force compliance with a ban on internet gambling that can be easily circumvented by anyone in the US that wants to continue to gamble online."

UIGEA was originally passed to pander to a tiny group of social ‘conservatives’ without much planning and since has had unintended consequences. The act wreaked havoc with gaming stocks on exchanges globally and thousands employed by the industry suddenly found themselves unemployed. Presently many members of congress are lining up behind a bill sponsored by Barney Frank of Massachusetts that would regulate and tax internet gaming.

Isolated pockets of opposition to legalized online gaming remain but are generally confined to isolated anti gambling extremists such as Paul Weyrich and James Dobson. Opponents cite faulty studies and statistics as they try to restrict the freedoms of average Americans. Opponents of legalized gaming conveniently ignore the dishonest way UIGEA was introduced and passed. They also ignore the burden without benefit that the financial industry will suffer under the current regulations.

It should be obvious to all rational members of congress that UIGEA is an idea whose time has passed. The law restricts the freedoms of otherwise law abiding citizens and is bad for business specifically e commerce. Fortunately the momentum seems to be towards regulation not outright prohibition.

Another One Bites the Dust

In one of the more stunning instances of hypocrisy to come out of the political world, it was revealed that anti online gambling crusader Eliot Spitzer was deeply involved with a very upscale prostitution ring. It has been estimated that Spitzer spent in the neighborhood of $80,000 for ‘services’ rendered. Ironically Spitzer made a name for himself fighting organized crime and prostitution rings similar to the one he was involved with.

As New York’s Attorney General he made a national name for himself cleaning up Wall Street, consumer advocacy, environmental protection, and white collar crime. He had a reputation for aggressive prosecutions. In 2002 he bullied several banks involved with online gaming with prosecution. Citibank, one of the largest issuers of credit cards in the US was forced to stop processing transactions related to online gaming.

Spitzer was elected governor of New York in 2006 and stated in his inaugural address "Every policy, every action and every decision we make in this administration will further two overarching objectives: We must transform our government so that it is as ethical and wise as all of New York, and we must rebuild our economy so that it is ready to compete on the global stage in the next century." Spitzer promised clean government but what the taxpayers of New York got was something quite different.

It all fell apart for Spitzer last week when the New York Times published articles detailing his patronage of the ‘Emperors Club VIP’ an upscale escort service based in New Jersey. It was revealed that Spitzer spent $1,000 an hour for the services of a call girl.

Spitzer’s bank was the chief agent leading to his demise. The good governor tried to conceal transactions totaling more than $10,000 by splitting up the transfers The money was destined for the Emperors Club VIP but the bank reported the suspicious transfers to that beloved agency the IRS which immediately launched an investigation. Spitzer tried to have his name taken off the money transfers but the bank, to their credit, refused. The IRS initially thought Spitzer might be a victim of fraud or extortion and the case was handed to the FBI who discovered the link to the prostitution ring.

Spitzer announced his resignation effective March, 17, 2008 giving the new governor time to make an orderly transition. A statement issued by Spitzer said, "Over the course of my public life, I have insisted, I believe correctly, that people, regardless of their position or power, take responsibility for their conduct. I can and will ask no less of myself," said Spitzer. "For this reason, I am resigning from the Office of Governor."

Recently the US public has seen several politicians, many who have proposed legislation regulating private consensual behaviors, fall from grace. Many opponents of online gaming have been caught up in various scandals and ethics violations. Senator Bill Frist, a fervent supporter of the Unlawful Internet Gambling Enforcement act chose not to run for re election in 2006 because of ethics violations involving insider trading and Medicare and Medicaid fraud. John Kyl, another supporter of UIGEA took campaign money from the horse racing industry.

All these politicians had something in common, they all presented themselves to the public as ethical virtuous men, and all had serious conflicts between their public actions and their behavior as private citizens. Sometimes you just want to ask; where have all the good guys gone?

Bankers-Our New Best Friends?

The passage of the Unlawful Internet Gambling Enforcement Act (UIGEA) in 2006 sent shock waves through the internet gaming industry. Publicly traded online gaming companies saw their stocks plummet, thousands lost their jobs and online payment processors suddenly found themselves shut out of the lucrative US market.

UIGEA mandated that banks and other financial institutions assume law enforcement responsibilities that are not in any way funded by the government. Banks are concerned that UIGEA could cause significant and costly burdens to these institutions. The regulations are vague at best and the consensus in the banking industry is that compliance with UIGEA is impossible under the present circumstances.

In a filing to the Treasury and Federal Reserve the Financial Services Roundtable, an organization that represents many in the banking industry, said "The statute and the proposed rule expand the role of financial institutions to police laws that are more appropriate for law enforcement agencies." At present the rules require, in effect, that banks and other financial institutions know the purpose and legality of payments in an area where Federal and State laws often conflict.

The American Bankers Association which had originally been neutral to UIGEA now is expressing serious reservations. In a terse statement the ABA said "(W)e believe that UIGEA will in the end catch more banks in a compliance trap and do greater damage to the competitiveness of the American payments system, than it will stop gambling enterprises from profiting on illegal wagering." Under the present rules even the definition of what constitutes unlawful internet gambling remains undefined.

The ABA feels, and rightfully so, that enforcement of this law rests squarely with established law enforcement agencies. Putting the burden of enforcement on banks is, in the eyes of the ABA, an unfunded government mandate. The opposition by banks to UIGEA may be the best hope for reform or repeal. The banking industry spends millions each year on lobbying and makes significant donations to political campaigns. Their political influence is far reaching and is felt in both political parties.

With the US economy headed for a recession the last thing the banking industry needs is to be burdened with unclear regulations that will be costly to implement. In essence the government is saying that the sophisticated systems of the FBI, Secret Service, and other law enforcement agencies are inadequate for tracking online gambling transactions so they are dumping the responsibility on the banking industry and the banking industry is not happy.

The ABA and other banking organizations and lobbying groups could prove to be the unexpected ally of the online gaming industry. With their considerable political clout the banking industry could force the government to take another look at UIGEA. Even the most fervent opponents of gambling in congress will listen to complaints from banks and their lobbyists. The objections of the Financial Services Roundtable and the ABA could be the best hope for congressional action to repeal UIGEA and regulate rather than prohibit.

Don,t Make the Same Mistake Canada!

Since the passage of the ill advised Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) with all its unintended consequences and regulatory confusion, one would wonder why any other country in its right mind would want to pass similar legislation. This week the Canadian government announced it was considering legislation that would restrict banks and credit card companies from processing transactions from internet gambling websites.

UIGEA in the United States has been less than a resounding success and one wonders just what the Canadian sponsors of such legislation are thinking. Historically, the Canadian government has opted for regulation rather than prohibition unlike their neighbors to the south.

According to Michael Lipton, a gaming law expert and senior partner at the law firm of Elkind & Lipton in Toronto, "History demonstrates that over the past 50 or 60 years the trend in [Canada] is to regulate, not prohibit," says Lipton. "It happened with horse racing about five years ago. It happened with land-based casinos in 1969 and then it happened again about seven years ago when those casinos were allowed to start offering craps so they could compete with the border casinos. If the public wants something regulated, and the regulation benefits the country, it usually happens."

Regulation, not prohibition, has been beneficial for the Canadian government in several ways. The most obvious would be the revenue generated by the many land based casinos, especially those located close to the US border. Those who cross the border to gamble also spend a considerable amount of money at other Canadian businesses. Online gambling in Canada remains virtually untaxed and it is this factor that has led some to call for a ban on online gambling.

Over 400 online gambling sites are licensed by and operate from the Kahnawake Mohawk Territory which is considered by the Mohawks to be a sovereign nation. The Canadian government in Ottawa considers these sites to be illegal but the Mohawks contend that Canadian law does not apply to them since they are a sovereign nation. The legality of these licenses has never been challenged in a courtroom and the law remains vague.

Unfortunately, this dispute has led some in the government to call for a ban on online gambling. The horse racing industry, which is heavily taxed, is exerting enormous pressure on the government to shut down the Mohawk’s online gaming operations. The Canadian horse racing industry pays approximately 1 billion dollars a year in taxes while the Mohawks pay nothing. Woodbine Entertainment which has a monopoly on government sanctioned online horse betting is exerting tremendous pressure on Parliament to preserve their monopoly.

Hopefully both sides can work together on mutually beneficial legislation and avoid the disaster that occurred in the US with the passage of UIGEA. Chuck Barnett of Mohawk Internet Technologies has suggested legislation that,"could serve as the catalyst for a potential source of economic development, employment and revenue through taxation.” Quite simply the Mohawks would continue to offer online gambling but would pay taxes to the Government even though the Mohawks do not recognize the governments’ jurisdiction.

The Canadian government has seen what a nightmare UIGEA has been in the US and has no desire for a similar experience. The US law was passed in 2006 and has been almost impossible to implement due to vague regulations and unfunded mandates on banks and credit card companies. The US government has lost billions in potential tax revenue because of UIGEA and it is hoped that the Canadian government will not make the same mistake.

Canadians are usually more amenable to regulation than their American counterparts but both countries have long traditions of respecting individual liberty and privacy. The rights of individual choice and the right to privacy are jealously guarded in both the US and Canada. At least Canada is not pretending to ‘protect public morals’ as did the sponsors of UIGEA. This is simply a dispute between competing business interests trying to use government to further their individual agendas. Hopefully the Canadian government will not go down the same path as the US and can resolve this dispute with sane legislation.

In 1938 mayor Fiorello La Guardia of New York ordered a temporary bingo ban. La Guardia used fear of underworld intrusion as an excuse for the ban or as one official put it, ‘mercenary intruders’. The New York legislature, in short order, changed the law stating that bingo could only be played in churches or synagogues with the proceeds going exclusively to charity.

La Guardia pressed for a total ban and the archdiocese of New York ordered the games discontinued in 1942. Opposition grew and by 1955 the New York board of Rabbis declared, “The raising of funds through bingo games, even for worthy causes, is not in consonance with the high standards of morality and dignity which the synagogue sets for the general community.” Bingo games finally disappeared from Synagogues forever leaving the Catholic Church as the biggest religious sponsor of bingo.

In December 2007 a deal was worked out between the European Union, Japan, and Canada. There has been very little media coverage and trying to find particulars of this agreement is akin to looking for a needle in a haystack.

Recently an independent writer based in Michigan filed a Freedom of Information request to find out the details of the settlement reached between the US and the World Trade Organization. The government response to this simple request was “Please be advised that the document you seek is being withheld in full pursuant to 5 U.S.C. Â§ 552(b)(1), which pertains to information that is properly classified in the interest of national security pursuant to Executive Order 12958”. The US government is actually claiming that a trade agreement falls under national security!

Normally trade agreements are not classified as state secrets and why the government would take this position is troubling. An extensive online search failed to reveal anything but general information and the specifics of this agreement are all but impossible to access. Analysts have speculated that this agreement could cost the American taxpayers billions of dollars per year all in the name of “protecting public morals”. Presently the office of the US Trade Representative will not release any information about the settlement.

The only information released to the public by the Trade Representative is that “United States Postal Service has allowed foreign competitors to handle overseas mail for 20 years with this portion of the compensation agreement purely making the practice legally binding. Sensitive sectors such as domestic delivery and storage at ports and airports would remain closed to foreign firms.” Essentially what the USTR is saying is that nothing will change. The Financial Times of London summed it up best, "De facto, nothing really changes although current affairs are legally better backed through the WTO.”

It is known that the hearings in December did not go well for the US. Antigua had filed a claim against the US seeking billions in compensation for losses suffered by its gaming industry because of UIGEA. The WTO awarded Antigua $21 million in annual trade sanctions. Antigua had originally sought $3.4 billion in retaliatory measures against the U.S.

We may never know just how much this ridiculous law has cost the taxpayers already. With future claims against the US it is a certainty that it will continue to be a drain on an already weak economy. The classification of this settlement as a state secret makes one wonder what the government has to hide.

The passage of the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) sent the online gaming world into shock. Stocks of online gaming companies plummeted on European stock exchanges. Thousands suddenly found themselves out of work. A brief history shows that UIGEA was tacked onto a totally unrelated bill, presented in a late night session of congress with no room for debate, and was designed to pander to a very tiny minority of US citizens.

The bill also sent shock waves throughout the financial industry. Banks and other financial institutions suddenly found themselves burdened with law enforcement responsibilities that they were ill equipped to handle. UIGEA placed the burden of enforcement squarely on the backs of banks without any federal funding to compensate for these new unwanted mandates.

One of the effects of this legislation is a massive loss of potential revenue for the federal government. A recent study conducted by the top accounting firm of Pricewaterhouse Cooper found that the United States government is missing out on potential revenue to the tune of $7 to $42.8 billion dollars. Thanks to UIGEA most of this money is now going to offshore banks and governments.

The report was presented last week to members of congress by Representative Jim McDermott. (D-Wash) McDermott, like most people grounded in reality, realizes that Americans continue to gamble online despite the passage of UIGEA. Representative brings up two very important issues. The first is the loss of much needed revenue for a government that is in debt for trillions of dollars. The second issue is consumer protection. In his own words "Instead of this ineffective attempt to prevent adults from gambling over the Internet, we need a more sensible approach to protect consumers and ensure that revenues that now flow offshore stay here in the U.S. and are therefore subject to taxation”.” A new, safer, more sensible approach is needed to regulate Internet gambling and protect consumers."

Representative McDermott realizes that gambling prohibition has been ineffective and that as thing are now online gamblers are without protection and are at the mercy of offshore banks some of which have less than stellar reputations. Representative Barney Frank (D-Mass) has introduced a bill that would essentially repeal UIGEA and would introduce licensing and regulation of internet gambling in the US. Prohibition of gambling has been as effective as alcohol prohibition which many older Americans remember with distaste. Like alcohol prohibition the ban on gambling has spawned an underground economy, untaxed, unregulated, and easily invaded by criminal elements.

The ban on internet gambling has also created ill will against the United States from the World Trade Organization and the European Union. The suit By Antigua against the US could wreak havoc with agreements regarding intellectual property rights. The US barely dodged the bullet in a settlement with the EU that could have cost the US taxpayer billions.

The US has a national debt of trillions and the revenue from online gambling would help in many ways. It could help put the country back on the road to solvency and finance shortfalls of under funded social programs like social security. As it stands now unknown amounts of money leave the US on a daily basis depriving the government of much needed revenue. Revenue collected from gambling could possibly forestall the need for future tax increases.

Whether its poker, online bingo, or the many other forms of gambling available online, the legalization, regulation, and taxation of online gambling would benefit all concerned and the government could get on with more important issues facing the nation. It is fervently hoped that both Frank’s and McDermott’s bills will pass-- and soon.

Many non gamblers have never heard of the Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) and if they have heard if it they probably don’t think it affects them in any way. This law in essence deputizes banks and other financial institutions and gives these institutions powers over and above what current law allows.

To understand just what is at stake for the average citizen a brief history of how this law came to be is in order. The Unlawful Internet Gambling Enforcement Act of 2006 was attached to a port security bill and was presented in a late night session of congress with no review and no time for debate. The bill had several prominent sponsors including, Bill Frist the GOP senate majority, Jim Leach, former chairman of the House Banking committee, Robert Goodlatte who co write the bill, and John Kyl. The bill was presented at midnight the day before congress adjourned for the 2006 elections. The gambling bill had been presented by itself and was defeated in the senate so the sponsors resorted to tacking it on a port security bill that no member of congress could possibly vote against without severe political repercussions. Exceptions were made for fantasy sports, horseracing, and lotteries. The bills main sponsors had connections to one or more of these industries.

There are many reasons why non gamblers should be concerned about the ban on internet gambling. First and foremost is the violation of the right to privacy which most Americans hold near and dear. Since the days of the American Revolution individual rights and personal freedom have been a hallmark of life in the United States and most citizens are resentful when these rights are violated or restricted in any way.

Since the passage of UIGEA many online payment processors such as Neteller have exited the US market leaving consumers with fewer choices. Banks and other financial institutions have had unwanted law enforcement responsibilities forced on them complete with rules that are vague at best. With these responsibilities come added expenses for these institutions which in all likelihood will be passed on to their clients no matter whether they gamble or not. This is essentially an unfunded mandate from government and the banking industry has no choice but to comply.

Credit card companies are also burdened with additional enforcement responsibilities. The credit card industry uses codes for various transactions including gambling. While it is relatively easy for the credit card industry to block gambling related transactions UIGEA opens the door for less than scrupulous companies to use uncoded transactions often involving offshore banks not subject to the same stringent regulations as US banks.

Gambling has a long and colorful history in the United States. Since the first settlers arrived in Jamestown in 1607 gambling has existed in one form or another in the US. Lottery proceeds helped to finance and establish educational institutions such as Harvard, Yale, Princeton, William and Mary and many others. The first racetrack in the US dates back to 1665 and card and dice games were common in taverns and roadhouses in pre revolution America. Poker games have taken place in the White House and it is well documented that Truman played poker for recreation at the post war conference at Potsdam where the future of Europe was being decided. Richard Nixon financed his first campaign for public office with funds obtained from poker games while he served in the military in World War Two. Gambling is an American tradition as old as the country itself.

The land based Bingo industry has been relatively stable for decades but one major factor is contributing to the demise of brick and mortar bingo halls in the UK and the United States. In the UK the recently passed draconian smoking ban has caused many bingo halls to close and remaining bingo operators are reporting as much as a 25% decrease in business. In the United States smoking bans are passed on a state by state basis and in each state that has passed smoking bans bingo halls are reporting a significant decrease in business.

While the smoking ban in the UK is national and affects all parts of the country equally, the US smoking bans are passed by each individual state with differing laws in each state. This makes it difficult for industry experts in the United States to gauge the effects of smoking bans on a nationwide basis. Some states will exempt private organizations and certain businesses while other states will pass total smoking bans.

In the UK the Rank Group, one of the largest operators of bingo halls, reported a 19% drop in revenue in the UK and a 22% drop in Wales and England. You’re sitting at your PC playing online bingo, close to winning the game and suddenly you knock over that glass of iced tea (or whatever beverage you drink while playing) all over your cell phone. Before you run out and shell out big bucks for a new phone you may want to try some of the methods listed in this article first.

There are several ways to save a wet cell phone or GPS device. Some may seem unusual but do you really want to have to purchase another expensive phone? Here are several steps and methods you can use to try and salvage your soaked phone.

1. Obviously the first step is to remove the phone from whatever liquid it was immersed in. Next remove the battery as soon as possible. I can’t overstate how important this step is. The phone is an electronic device and electricity and water do not mix. Leaving the battery in will cause short circuits and damage the phone. If your phone has a SIM card remove that too. Wipe off any excess water with a towel paper or otherwise.

The bad news; It is likely that your battery has been damaged. The good news; Most batteries can be replaced for a reasonable price and are certainly cheaper than a new phone. Do not heat the battery under any circumstances, they can explode!

2. Try putting the phone in the refrigerator. This may sound strange because most of us associate heat with the drying process. Actually the refrigerator cools things by drawing moisture out of things. Do not put the phone in the freezer as this can damage the LCD
(liquid crystal display) .After 30 minutes or so, take it out for about 10 minutes, and repeat until the phone is dry.

3. One of the simplest methods to save a wet cell phone is to place the phone on top of a TV, or vent from a cable box or a device which emits a low heat. This can take up to 3 days but it’s better than having to shell out the bucks for a new phone.

4. If your accident happens outdoors miles away from home the simplest way to dry a phone is to place the phone on the dashboard. The car should be parked in a place that gets plenty of sun. After about 2 hours check to see if the screen is fogged. If its still foggy put it back on the dash, if not try putting in the battery and boot up the phone.

5. Another common method to save a wet cell phone is to place the phone in a container of rice. Remember how Grandma put grains of rice in the salt shaker to keep the salt dry. Rice can absorb an incredible amount of moisture.

6. Other methods along this line involve putting the phone in a sock or pantyhose and placing in a container with silica sand or the new crystal kind of cat litter. On the average these methods take about 3 days to be effective.

7. Try using a compressed air can like the ones sold at computer stores. Hold the can STRAIGHT (holding the can sideways, upside down, or at an angle, will discharge a freezing liquid damaging your phone further) Shoot the air into speaker, mic, keypad, and hard to reach crevices.

8. One of the easiest methods to save a wet cell phone is to use a plain old hair dryer. This method is somewhat controversial. Some sources say that the heat from a hair dryer is too hot. Most hair dryers have a low heat setting and this is the one that should always be used. If the low heat setting on your hair dryer is too hot it is better to use another method.

If your phone was dropped in salt water or water containing an excessive amount of minerals you will have to take some special steps. Salt water will crystallize causing its own set of problems.

9. You may use alcohol or distilled water to flush out contaminants. If you use alcohol it must be at least 95% denatured alcohol. Rubbing alcohol is only 70% and not effective. Be sure to check what the alcohol is denatured with. Do not use anything other than methanol. Any other kind of alcohol can damage your phone. Rinse the phone with alcohol and dry. Alcohol is flammable so this should be done outside or in a well ventilated area.

10. Another way to remove salts and minerals is to use distilled water. While not as effective as alcohol, distilled water will dilute minerals and salts. The idea is to get the salts and minerals off the copper parts in the phone before they corrode.

A soaked cell phone need not be an expensive tragedy. All the above steps have been tested and found successful most of the time. The key to dealing with a soaked phone is patience. None of the listed methods are quick fixes but they can save you a lot of aggravation and money. While the best case scenario is a dry functional phone accidents do happen. Don’t panic, have patience, and everything should turn out just fine.

The US Is At It Again!

The US Department of Justice is at is at it again. After extorting $136 million from Neteller and another $10 million from Pay Pal they are now going after profits allegedly made in violation of the Unlawful Internet Gambling Act of 2006. (UIGEA)

Party Gaming and 888.com are now in the sights of US prosecutors even though their businesses are perfectly legitimate in their own country, not to mention the fact that both countries have withdrawn from the US market. The DOJ is under pressure from right wingers to show enforcement successes.

Although neither company is a player in the online bingo industry, bingo site owners are following recent developments with great interest. The US market is a large one for online bingo and losing that market share would hurt site owners and operators substantially. Bingo players, by and large, do not see themselves as gamblers in the same sense as poker players.

According to an article by Helia Ebrahimi in the UK financial journal This Is Money the US seeks to extort $900 million dollars from Party Gaming and $120 million from 888.com. The demands from the DOJ would essentially put both companies out of business and cause investors to lose substantially. 888.com served approximately 20 million US players who hopefully vote and will remember this violation of their rights come election time.

It is hard for rational people to understand the US position. These companies are publicly traded on the London stock exchange, are ethical by any standards, and most importantly, are legal in their country of origin. While the US government arguably has the right to impose its own peculiar sense of morality on its own citizens it most certainly does not have those rights beyond its own borders. To do so is arrogance of the highest order.

The passage of UIGEA has had unintended consequences. While the online gaming sites in Europe are well regulated and legal, there are already reports of less than honest site operators and funds transfer services sprouting up in various places. They are targeting the US market which the UIGEA has opened to them.

The recent US opposition to gambling is hard to understand. Gambling has a long history in the United States dating back to its earliest days. Mark Twain was an avid poker player, Truman played poker at Potsdam, and games have been hosted in the White House for two centuries. The miners, cowboys, and ranchers who built the west were all avid gamblers so where did opposition to this great American tradition come from?

Prohibition and Online Bingo

How many people today remember prohibition? My grandfather was sheriff of the county in Ohio I grew up in during prohibition and I had a great uncle who was a bootlegger. Both realized the basic stupidity of the law and even though they were on opposing sides of the law they got along just fine. Both agreed the law was ridiculous and enforcement futile. That is essentially the same situation we face now with online gambling.

The similarities are obvious, both are based on the premise that the government knows what is good for us and has the right to intrude into our private lives. In both cases enforcement is a futile and the law creates more problems than the original issue. Both laws reflect the will of a very tiny minority who feel they have the right to tell their fellow citizens how to conduct their private affairs.

The arguments used to justify the passage of the Unlawful Internet Gambling Enforcement Act border on the ridiculous and reek of hypocrisy. In a Wall Street Journal interview with Jim Leach (R-Iowa) one of the chief supporters of the ban, we can see the spurious reasoning that gambling opponents use.

The old “it hurts the family” argument. If Mr. Leach was really concerned about families then why does he consistently vote against things such as family leave, raising the minimum wage, and any meaningful reform of our health care system? A quick inquiry into the voting records of most gambling opponents reveals an appalling lack of concern for issues vital to families and their economic health. One need go no further than the current administration’s opposition to providing health insurance to low income children to see just what “family values” they have.

Problem gambling can lead to various social ills, crime. What most online gambling opponents don’t tell you is that most sites have programs in place that recognize compulsive betting patterns and reputable websites will ban such gamblers. All transactions are logged individually and are available for scrutiny. Remember we are talking about companies that are publicly traded and they cannot afford adverse publicity and certainly it is not in their interest to conduct business in an improper or illegal way.

Accusations of money laundering and financing terrorism. To date there have been no documented incidents of either and publicly traded companies do not behave in this manner. Quite simply, it is not in their self interest to behave illegally.

This law could have unintended consequences. Making something illegal does not make it go away. In fact it opens the door for unethical entities to take the place of well regulated, publicly traded companies.

The ban somehow exempts horseracing. Why? Again follow the money. The horseracing has donated prodigiously to various candidates and even members of the religious right (Pat Robertson) own race horses or participate in the sport. News reports brought out the fact that several vocal opponents of gambling were involved with Jack Abramoff. Ralph Reed of the Christian Coalition and James Dobson of Focus on the Family are two of the more egregious examples. State lotteries are also exempt. Why, for example, can an individual use a credit card to play the lottery or bet on horses, but not on, let’s say online bingo?

Protecting public morals. The fact is, a majority citizens do not see gambling as immoral or even a problem. When one looks at the variety of sites promoting pornography, sites with instructions for manufacturing illegal drugs, and the many sites run by various hate groups, the argument of morality rings hollow. The fact is, politicians are pandering to the wishes of a tiny minority on this issue.

The law places the entire burden of compliance on financial institutions. Banks are not law enforcement agencies and this law places another burden on an industry that is already over regulated. More regulation could result in higher service fees.

What it all comes down to is the right of a citizen to engage in consensual behavior that harms no one in the privacy on one’s own home. Scare tactics and hollow rhetoric aside, we are still citizens of a free republic and this unwarranted intrusion into our private lives is just as ridiculous and unenforceable as prohibition was in the 1920’s. The same mentality that gave us prohibition is still with us but thankfully it’s losing ground swiftly.

How many of you remember the famous movie “Casablanca”? There is a scene in which Louis (the police chief) has just told Rick (Humphrey Bogart that he is shutting down his café’. When Rick inquires why, the police chief, as he is being handed gambling winnings from the café’s cashier, says “I am shocked, shocked to find out that gambling is going on here.” Hypocrisy right? But that’s the same kind of logic used in the Unlawful Internet Gambling Enforcement Act passed in 2006.

A brief inquiry into the history of this bill and the means by which it was passed reveals the hypocrisy of so many that it is truly shocking. The bill was tacked on to the Port Security Act by Republican Bill Frist (R-Tennessee) shortly before the bill was presented in the middle of the night with no time for debate. In fact many in congress were totally unaware of this ridiculous addition to a much needed bill to ensure port safety and security.

As it turns out Senator Frist has some serious ethical problems of his own including, campaign finance law violations, and insider trading. Frist said that he was concerned about minors gambling online which would be a good point if it were true. A recent 60 Minutes episode had a minor trying to access various gaming sites without success. Another argument given was to “protect public safety and morals”. Given the wide variety of pornography, bomb making, hate groups, and drug manufacturing information available on the internet to users of any age the argument seems absurd.

Another argument frequently used by conservatives is that gambling possibly could support terrorism. Terrorism seems to be invoked whenever the current administration needs to find a justification for bills that would restrict or limit rights enumerated in the US constitution. To date there has not been one documented event or incident linking online gambling to terrorism or money laundering. Terrorism is a serious business but when it is used as a smokescreen to justify the current administration’s agenda the public may tend to ignore credible threats.

When gaming industry tried to reach Frist there was no response but a referral to a statement issued to a special interest religious group. Essentially Frist said that brick and mortar casinos were ok but somehow online gaming is somehow more objectionable. With new software that blocks minors from playing on online sites Mr. Frist’s arguments become moot. Essentially Mr. Frist is pandering to a tiny minority that welcomes government intrusion into their lives.

A vast majority of Americans resent government intrusion into their private lives but somehow government never seems to get the message. Most reasonable people would agree that what a person does in the privacy of their own home or how they choose to dispose of their money is their own business and those adults are fully capable of making informed decisions about the way they choose to conduct their lives.

Take the example of online bingo, a traditionally socially acceptable form of gambling. Charitable organizations and churches have been using bingo as a fundraising tool for decades. Not everyone, especially those in remote and rural areas has access to these games but still desire to play bingo. The internet is the obvious solution for these citizens and to deny them access to online bingo would essentially make them unequal merely because of their location. These players are making a choice to play from the privacy of their own homes and spending their own hard earned dollars and what government entity has the right to say they can’t?

A new bill submitted for consideration in congress by Barney Frank (D-Mass) would essentially repeal the bad piece of legislation that is the Uniform Internet Gambling Enforcement Act. It would regulate and possibly tax internet gaming and the revenues generated would help several government programs. Frank is joined by Ron Paul (R-Texas) a Republican who believes that citizens are capable of making their own decisions making him one of the few to adhere to the founding principles of his party. A companion bill to Frank’s was introduced by Rep. Jim McDermott (D-Wash.) which essentially allow gaming revenues to be taxed.

Another ray of hope is a lawsuit filed by the Interactive Media Entertainment & Gaming Association against Attorney General Alberto Gonzales, the Federal Trade Commission, and the Federal Reserve. The lawsuit seeks to halt enforcement of the UIGEA on the grounds that it is an infringement on the rights of free speech, freedom of association, and equal protection under the law. The lawsuit has asked the court for a temporary restraining order. Unfortunately as it is, occasionally a lawsuit is the only way to void a bad piece of legislation.

Our constitution allows citizens to “petition the government for redress of grievances” and time and time again this has been the most effective way for citizens to make their views and feelings known to their representatives. There have been several cases in which a few letters, e mails, and phone calls have influenced the way a legislator may vote on a particular issue. Obviously bingo players and other gamers are not criminals, capable of making their own decisions, and should start to stand up for their rights. Believe it or not, contacting your respective representatives can actually have an effect. A civil, well reasoned letter, phone call, or e mail is one sure way for a legislator to know how their constituents feel about an issue or piece of legislation.

The US Needs To Keep It's Word!

In one of the newer developments concerning the adverse ruling the Unites States received from the World Trade Organization in it’s dispute with Antigua and Barbuda over online gaming the United States has decided to withdraw from one of it’s WTO commitments “ We did not intend and do not intend to have gambling as part of our services agreement. What we are doing is just clarifying our commitments” said Deputy US trade representative John K Veroneau.

This despite the fact that ten years ago there was extensive debate, proposals and counterproposals from all WTO members concerning what commitments would be made. To make such a statement is the equivalent of saying” I thought I was in school, I wasn’t paying attention”. More than a dozen countries specifically excluded gambling from their commitments and the Unites States was not one of these countries. As Antigua’s Minister for Finance and the Economy said” It is almost incomprehensible that the United States would take such an action in the face of an adverse ruling. This is going to have severe consequences for the global free trade movement.”

Since the original treaties were negotiated multilaterally the United States will have to renegotiate with the 149 other countries that object to the US position and who now want to renegotiate their commitments with the United States. For the United States to say they made a mistake is a blatant falsehood. The US had competent negotiators at the original treaty negotiations, they knew what they were doing, and to say otherwise damages the credibility of the US in future negotiations of any kind. This kind of decision undermines faith in a carefully negotiated system that depends on the perception that all members, large and small, rich and poor, have rights, obligations and responsibilities to be taken seriously.

This move on the part of the United States could have serious unintended consequences. Both Antigua and Barbuda have proposed suspending enforcement of US intellectual property rights. Can you imagine someone too stupid for bingo? Well, look no further than Kevin Federline better known as the rapper K-Fed. ABC actually had to cancel a “celebrity” edition of their show “National Bingo Night”. It seems that K-Fed was unable to understand the rules of the game. Network insiders frequently refer to this show as “a less intellectual version of ‘Deal or No Deal’ which is a serious understatement. Producers revealed that they had never considered the possibility that someone would be too dumb to play.

“Our research showed that Kevin Federline is very popular with our core demographic: 18-35 year-old women who have failed the GED test at least twice and are preparing to work the night shift at Taco Bell,” said host Ed Sanders sarcastically. Mr. Sanders also stated “It never occurred to us to ask whether he was capable of picking numbers”. Talk about Pathetic!

The whole taping of the show was described as a complete disaster. The first game K-Fed attempted to play required him to guess whether numbers that came up would be red or blue. When asked to pick red or blue K-Fed repeatedly pointed to red or blue items on the set and at one point pulled down his pants to point out that his boxers were red. Then he started rapping one of his own songs and forgot the words. A real intellectual giant this one! Mensa reject of the month.

K-Fed attempted to play another game and ended up getting stuck in the chute the bingo balls came out of. The co-host Yesenia Adame attempted to free him and ended getting stuck herself. The host Sanders said” We’ve learned our lesson that we should follow the example of ‘Celebrity Jeopardy’ where they make the questions easier for the stars.” And these are people who make statements on current news topics that we’re expected to take seriously.

It makes one wonder if K-Fed would be able to play bingo online which requires the players to be literate and have computer skills. The lack ob basic intellect shown by some of these ‘stars’ never ceases to be entertaining and appalling at the same time.

How many of you remember the famous movie “Casablanca”? There is a scene in which Louis (the police chief) has just told Rick (Humphrey Bogart) that he is shutting down his café’. When Rick inquires why, the police chief, as he is being handed gambling winnings from the café’s cashier, says “I am shocked, shocked to find out that gambling is going on here.” Hypocrisy right? But that’s the same kind of logic used in the Unlawful Internet Gambling Enforcement Act passed in 2006.

A brief inquiry into the history of this bill and the means by which it was passed reveals the hypocrisy of so many that it is truly shocking. The bill was tacked on to the Port Security Act by Republican Bill Frist (R-Tennessee) shortly before the bill was presented in the middle of the night with no time for debate. In fact many in congress were totally unaware of this ridiculous addition to a much needed bill to ensure port safety and security.

As it turns out Senator Frist has some serious ethical problems of his own including, campaign finance law violations, and insider trading. Frist said that he was concerned about minors gambling online which would be a good point if it were true. A recent 60 Minutes episode had a minor trying to access various gaming sites without success. Another argument given was to “protect public safety and morals”. Given the wide variety of pornography, bomb making, and drug manufacturing available on the internet to users of any age the argument seems absurd.

Another argument frequently used by conservatives is that gambling possibly could support terrorism. Terrorism seems to be invoked whenever the current administration needs to find a justification for bills that would restrict or limit rights enumerated in the US constitution. To date there has not been one documented event or incident linking online gambling to terrorism or money laundering. Terrorism is a serious business but when it is used as a smokescreen to justify the current administration’s agenda the public may tend to ignore credible threats.

When gaming industry tried to reach Frist there was no response but a referral to a statement issued to a special interest religious group. Essentially Frist said that brick and mortar casinos were ok but somehow online gaming is somehow more objectionable. With new software that blocks minors from playing on online sites Mr. Frist’s arguments become moot. Essentially Mr. Frist is pandering to a tiny minority that welcomes government intrusion into their lives.

A vast majority of Americans resent government intrusion into their private lives but somehow government never seems to get the message. Most reasonable people would agree that what a person does in the privacy of their own home or how they choose to dispose of their money is their own business and those adults are fully capable of making informed decisions about the way they choose to conduct their lives.

Take the example of online bingo, a traditionally socially acceptable form of gambling. Charitable organizations and churches have been using bingo as a fundraising tool for decades. Not everyone, especially those in remote and rural areas has access to these games but still desire to play bingo. The internet is the obvious solution for these citizens and to deny them access to online bingo would essentially make them unequal merely because of their location. These players are making a choice to play from the privacy of their own homes and spending their own hard earned dollars and what government entity has the right to say they can’t?

A new bill submitted for consideration in congress by Barney Frank (D-Mass) would essentially repeal the bad piece of legislation that is the Uniform Internet Gambling Enforcement Act. It would regulate and possibly tax internet gaming and the revenues generated would help several government programs. Frank is joined by Ron Paul (R-Texas) a Republican who believes that citizens are capable of making their own decisions making him one of the few to adhere to the founding principles of his party. A companion bill to Frank’s was introduced by Rep. Jim McDermott (D-Wash.) which essentially allow gaming revenues to be taxed.

Another ray of hope is a lawsuit filed by the Interactive Media Entertainment & Gaming Association against Attorney General Alberto Gonzales, the Federal Trade Commission, and the Federal Reserve. The lawsuit seeks to halt enforcement of the UIGEA on the grounds that it is an infringement on the rights of free speech, freedom of association, and equal protection under the law. The lawsuit has asked the court for a temporary restraining order. Unfortunately as it is, occasionally a lawsuit is the only way to void a bad piece of legislation.

Our constitution allows citizens to “petition the government for redress of grievances” and time and time again this has been the most effective way for citizens to make their views and feelings known to their representatives. There have been several cases in which a few letters, e mails, and phone calls have influenced the way a legislator may vote on a particular issue. Obviously bingo players and other gamers are not criminals, capable of making their own decisions, and should start to stand up for their rights. Believe it or not, contacting your respective representatives can actually have an effect. A civil, well reasoned letter, phone call, or e mail is one sure way for a legislator to know how their constituents feel about an issue or piece of legislation.

Other factors will undoubtedly contribute to the expected increase in business. BUZZWORD (OR BULLSHIT) BINGO

Everyone at one time or another has been subjected to long, extremely boring meetings and, or, conference calls. You know, the type of mind numbing meeting where the boss goes on and on spouting what essentially is gibberish. Now there is a way to fight back, or at least keep yourself entertained. It’s known as Buzzword (or bullshit bingo) and it’s a game that is sweeping its way across the corporate world. There is definitely not a shortage of game instructions. Just Google” bullshit bingo” and you will get 739,000 hits and” buzzword bingo” will generate 251,000 hits. Essentially the game goes like this; take a piece of paper and divide it into squares like a traditional bingo card and fill the squares with various buzzwords ( or bullshit if you will) like “paradigm”, “out of the loop” or “synergy”, you get the idea. When you hear any one of these words or phrases you mark your card and if you get a diagonal, vertical, or horizontal pattern you shout “bullshit”.

Just like the “newspeak” that George Orwell wrote about in his novel “1984” the corporate world has its own version. Meaningless phrases and words taken ridiculously out of context seem to be the norm. Here are some of the more egregious examples and what they really mean;

Paradigm-do you know the definition of this word? I don’t and chances are neither does your boss. If you want to have some real fun and if you don’t value your job that much or are thinking of quitting anyway, ask your boss for a definition of this word.

Downsize- You’re about to lose your job.

Outsource- We’re giving your job to someone in the third world.

Smoke Test- What you did in the 60’s.

Cluster Teams- Do I really have to say anything about this one.

Go to Market- What my big toe did when I was a toddler.

Synergy- Again, ask for a definition, kick back and watch the fun.

Restructuring- You’re going to do more work for less money.

Win-Win- Give me a break! If someone wins obviously someone loses.

No Brainer- Your boss’s IQ.

Embedded- Think, your boss and his mistress.

At the end of the day- What we’re all looking forward to, especially during this meeting.

Client –server- The woman your boss was with on his last business trip.

Viral- see the previous entry.

Culture change- Someone is going to lose their job, we just haven’t decided who.

Performance based- If they paid you according to performance you’d be making more than the boss.

Expeditious- Sounds like something straight out of Mary Poppins.

24/7- Every time I hear this I feel like strangling someone. Used by those who are not well versed using time and dates.

There are many more examples such as, “networking”, “ballpark”, I could easily go on and on just like your boss in a meeting. There are many sites devoted to Buzzword bingo and it’s less genteel cousin Bullshit bingo. You may download several versions of the game cards for free. So at the next dreaded “team meeting” distribute the cards among the other attendees and have some fun.
